"I remember as a young kid looking forward to the freedom of summer. Playing "army" along and in the creek that ran behind our neighborhood. Baseball at our homemade ball field near by.
Most of all was having an adventure swimming in circles in a small above ground swimming pool in the backyard imagining I was a scuba diver. Summer was always exciting."

Prison and jail populations for the U.S. were at their lowest during the major military conflicts. Only the most violent criminals were being incarcerated.
